As a Governor general of Pakistan, Quaid E Azam appointed Frederick Bourne as the Governor of East Bengal, Sir Francis Mudie as the Governor of West Punjab, Sir Ghulam Hussain Hidayatullah as Governor of Sindh, and Sir George Cunnigham as the governor of NWFP. Quaid E Azam took powers through the special resolution passed by the Cabinet to deal with the problems that were being faced by the provincial ministers like policy making, policy implementations, etc. These were the First Cabinet Members Of Pakistan which was later changed, as, later that year, Muhammad Zafrullah Khan was appointed as Minister of Foreign Affairs and Abdus Sattar Pirzada as the Minister for Food, Agriculture, and Health.
